Dear Mr. Mattimoe:
Your Ref.1 letter sumarizes the present status of the upgrading effort at Rancho Seco regarding the adequacy of station electrical distribution system voltage.
This effort was originally confined to degraded grid voltage, but was subsequently expanded to address the adequacy of the entire Rancho Seco station electrical distribution system.
Our review of this matter consists of the following two parts:
Part A - Degraded Grid Voltage Part B - Adequacy of Station Electrical Distribution System Voltage.
By letters dated July 19, 1977, June 20, 1978 and Ref.1 and Ref. 2 above, you proposed design modifications to correct the degraded grid voltage concern (Part A). We have performed a review of your proposed Part A modifications and find them acceptable.
Enclosed is the Safety Evaluation in support of our approval. Minor changes to setpoints may be required as a result of recent reportable occurrences at Pancho Seco where elec-trical devices have failed to perform theirfunction at low switchyard voltages. These setpoints will be reviewed in Part B of our review.
Draft Technical Specificat.ian; pertaining to the Part A modification were submitted to us for comment in Attachment 1 of Ref.1 and Attachment 1 of Ref. 2.
We find these Part A Technical Specifications satisfactory and request that they be formally submitted to us as a proposed revision to your Technical Specifications.
