O APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSE NO. NPF-3 FGR DAVIS-BESSE NUCLEAR POWER ST/. ? ION UNIT NO. 1 Enclosed are forty-three (43) copies of the requested changes to the Davis-Besse Nuclear Power Station Unit No. 1 Facility Operating License No. NPF-3, together with the Safety Evaluation for the requested change.

The proposed changes include Section 4.5.2.d.2 and Tables 3.3-3, 3.3-5 and 4-3.2.

Change to Davis-Besse Nuclear Power Station Unit 1, Appendix A Technical. Specifications 4.5.2.d.2 and Tables 2.3-3, 3.3-5 and 4.3-2.

Time required to Implement This change is to be effective upon NRC approval B.

Reason for Change (Facility Change Request 80-278 Rev. B)

This is to comply with R. Reid letter dted January 24, 1981, Log. No. 651.

C.

Safety Evaluation The proposed changes associated with this request include several descriptive and Surveillance Requirement changes relating to License Amendemnt No. 36.

The-additional. Surveillance Requirement under Technical Specifications, Section 4.5.2.d.2.b, calls for verifying

- the opening time of Containment Sump Suction Valves to be

$75 seconds'and verifying closing time of Borated Water

. Storage Tanks (BWST) outlet valves to be 375 seconds.

This

-requirement. replaces the previous response time of $90 seconds as specified in.T.S. Table 3.3-5 (ltem 7).

The 90 second time included 10 seconds for diesel start and 5 seconds for Safety Features Actuation System (SFAS) response time.

Therefore, the 75 second time is sufficient to open or close the necessary valves since neither the 10 second diesel start time nor the 5 second SFAS response time is included under the manual operation scheme.

The original deautomation of:SFAS Incident Level 5 was

. approved in License-Amendment No. 36 to NPF-3.

-The changes proposed here identify additional modifications,

- therefore,. this request is not an unreviewed safety question.
