Combined Inspection 50-443/80-10 and 50-444/80-10
This refers to your letter dated December 2,1980, in response to our letter
dated October 29, 1980.
Thank you for informing us of the corrective and preventive actions documented
in your letter.
These actions will be examined during a future inspection of
your licensed program.
Not withstanding the results of your laboratory tests and your final evaluation
with regard to Item B (80-10-01) of the Notice of Violation, it appears that
your interpretation of the AISC requirements for the thermal cutting of edges
would permit 3/16 inch notches on structural steel bolted connection surfaces.
It is our position that this AISC reference to occasional notches or gouges
does not apply to the slotted hole surfaces of high-strength bolted, bearing-type
connections.
A more applicable reference would be the AISC definition of a
milled surface.
Our understanding of your corrective action in this area is
that future surveillance and inspection criteria will assure that all notches
have been removed.
If your planned actions differ in this regard, please
contact tris office immediately.
