Dear Mr. President:

It is our pleasure to transmit to the Senate the enclosed Report to the Congress of the United States of America on "The Feasibility of Epidemiologic Investigations of the Health Effects of Low-Level Ionizing Radiation."

This report was requested by the Congress in Sec. 5(d) of Public Law 95-601 and in Sec. 308 of Public Law 96-295.

The report is based primarily on the results of a 15-month contractual effort, carried out under joint sponsorship of the Nuclear Regulatory Commission and Environmental Protection Agency, with cognizance of the Department of Health and Human Services.

We appreciate the opportunity to present to the Congress this information on the options for Federal epidemiologic, research on the health effects of low-level ionizing radiation along itith evaluations of these options.

We are available to discuss any aspect of the study and hope that Congressional interest in this most imaortant subject will continue.
