's P. O. Box 968 i-Richland, Washington Docket No. 50-460 Construction Pernit No. CPPR 134 APPENDIX A NOTICE OF VIOLATION As a result of the inspection conducted on October 20-23, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified:
10 CFR 50, Accendix B, Criterion IV, as implemented by Section 17.1.4 of the quality assurance program documented in the PSAR states, in part, that
" Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment, and services Whether purchased by the applicant or by its contractors or subcontractors...."
Contrary to the aoove, as of October 23, 1980, the measures established by the site mecnanical contractor and their painting subcontractor were not adequate to assure that procurement documents included those requirements necessary to assure adequate quality of the paint to be used on equipment within the containment.
Contract specification No. 9779-211 requires the paint to have a decontamination ' actor of ten.
The paint ordered, received and placed in storage for use hua a decontamination factor of 6.3.
This is a severity level IV violation (Supplement II of Federal Register Notice 45 FR 66754, dated October 7, 1980).
