1. Iechnical Soecification Chance Recuest No. 95 Licensee hereby requests the Co==ission te a end the Three Mile Island Nuclear Station, Uni: 1 (hereinaf ter referred to as TMI-1) Operating License as outlined below:
1. Sections to be chanced:

a) Operating License No. DPR-50 (Exhibit A) b) Appendix A, Section 6 (Exhibit 3) c) Appendix E, Section 5 (Exhibi: C)

2. Extent of Changes:

a) Amend Operating License No. DPR-50 to permit the GPU Nuclear Corporation (CPUNC) to replace Metropolitan Edison Company (Met-Ed) as the sole entity authorized to operate the TMI-l Nuclear Power Plant, and to amend the Technical Specifications to reflect new titles of certain management positions associated with a shift to the GPUNC orcanization.

3. Chantes Recuested:

a) The Licensee requests that pages 1 thru 3 of Operating License No. DPR-50 be amended as shown on the attached pages (Exhibit A) by replacing Met-Ed with GPUNC as the licensed operator of the TMI-l Nuclear Power Plant.

.b) The Licensee requests that the attached pages replace Figures 6.1 and associated notes of Section 6 of the current Appendix A and pages 58 thru 60 of Section 5 of the current Appendix B.

II. Reason for Change Request Amendment 58 to DPR-50, issued by the NRC on September 15, 1980, instituted the necessary changes to Appendix A and Appendix B of that license permitting

- the establishment of the GPU Nuclear Group through which the operating and management responsibilities for TMI-l were implemented for Met-Ed.

This group combined the technical and managerial resources of Jersey Central Power & Light Co=pany (JCP&L), Me:-Ed and GPU Service Corporation Generation divisions into a single organizational entity.

At the time of our application f or approval of the GPU Nuclear Group, and as discussed in Chapter 5 of the TMI-l Restart Report, it was stated that our ultimate goal was to f or= a GPU Nuclear Corporation which would replace in its entirety the GPU Nuclear Group. It is intended that GPUNC will become responsible, on behalf of the owners and through agreement with them, as and when necessary regulatory authorization are received.

The changes =ade to Appendices A and E reflect the title changes that are associated with a shif: fro: GPU Nuclear Group :o GPUNC. No qualifications cf any positions delineated in Apper ices A and E are changed by this request.

The principle change to the Technical Specifications is a charge in Figure 6.1 to refle : the GPUNC organization instead of the previous GPU Nuclear Group.

Fune:1onally, the organi=ations are analogous in all respects.

10 CFR 50.33 has been reviewed for those items which should be addressed relevant to this license change. The incorporation filing with the Securities and Exchange Co=_ission (P.xhibit D) contains inf er=ation required to mee: the 10 CFR 50.33 ite=s effected by this change. 10 CFR 50.34 requires that certain technical infor=a ion be provided when p king an initial license application. The infor-mation reques:ed by that section of the regulations has already been provided in the FSAR and Res: art Report. In addition, the DfI-1 Physical Security Plan was incorporated as described in the nfI-l operating license.

This amend =ent request :.:volves no changes in the facility. It involves no change in ownership of the fa ility. The only change is that operational control vill shift between two functionally analogous organi=ations and entities.

d 111. Safety Evaluation Justifyinc Change Enclosed for filing are three (3) originals and sixty (60) copies of a -

document entitled " Application for Amendment to Operating License No.

DPR-50." Metropolitan Edison Company (Met-Ed), Jersey Central Power &

Light Co=pany (JCP&L), and Pennsylvania Electric Company (PENELEC), licensees in the above-captioned docket, request that the enclosed proposed changes be made in the Three Mile Island Nuclear Station, Unit No. 1 (TMI-1)

[ Operating License, in accordance .'ith the requirements of 10 CFR 50.59.

Operating License DPR-50, issued by the Commission on April 19, 1974,

, authorized JCP&L and PENELEC to possess the TMI-l f acility, while Met-Ed was authorized to possess, use and operate the facility. The Commission's Order of July 2,1979 directed Met-Ed to maintain the TMI-1 facility in a cold shutdown condition until further order of the Commission. Subsequently,

a Licensing Board was appointed and a hearing is underway to consider issues related to the restart and operation of TMI-l by Met-Ed. The enclosed Application seeks amendment of Operating License No. DPR-50 and Appendices A and B to that license, to assign to GPU Nuclear Corporation (GPUNC) the

, authority to possess, use and operate the TMI-l facility and to withdraw <

s authorization for Met-Ed to use or operate the facility. Licensees are concurrently filing with the Commissioners a request to modify their July 2, 1979 Order so as to extend to GPUNC the present restriction on Met-Ed

that IMI-l be maintained in a cold shutdown condition. Licensees are also concurrently filing with the Nuclear Regulatory Commission, " Licensee's Motion for A=endment to August 9, 1979 and March 6, 1980 Orders," which requests that the Co= mission amend the specified orders to authorize the j TMI-l Restart Licensing Board to consider the qualifications of GPUNC to j restart and operate TMI-1. Licensees, then, by this request of the Director
seek authority for GPUNC to replace Met-Ed as the sole entity authorized

! to use and operate IMI-1, recognizing that such authority presently is limited to maintaining the facility in a cold shutdown condition; authority for GPUNC to restart IMI-l is subject to the outcome of the restart hearing and further order of the Com=issioners.

IV. A=en dment Classification (10 CFR 170.22)

This change is administrative in nature and has no environmental or safety issues and can be considered a Class III License Amendment.

Therefore, enclosed please find the prescribed remittance of $4000.00.

V. Implementation Period The schedule for implementation of this amendment will have to be established after GPUNC and the owners have obtained the related approvals from the New Jerst, rd of Public Utilities and Pennsylvania Public Utility Commission described in Section II.

2. Facility Operating License No. DPR-50 'is hereby issued to the Metropolitan Edison Company, Jersey Central Power and Light Company Pennsylvania Electric Company and GPU Nuclear Corporation to read as folicws:
a. This license applies to the Three Mile Island Nuclear Station, Unit 1 a pressurized water reactor and associated equipment (the facility),

owned by the licensees and operated by GPU i Nuclear Corporation. The facility is located in Dauphin County, '

Pennsylvania and is described in the " Final Safety Analysis Report" as supplemented and amended (Amendments 1 through 47) and the Environmental Report as supplemented and amended (Amendments 1 and 2).

b. Subject to the conditions and requirements incorporated herein, the Co==ission hereby licenses:

(1) GPU Nuclear Corporation, pursuant to Section 104b of the l Act and 10 CFR Part 50, " Licensing of Production and Utilization Facilities," to possess, use, and operate the facility; and idetropolitan Edison Company, Jersey Central Power and Light Company l

and Pennsylvania Electric Company to possess the facility in i accordance with the procedures and limitations set forth in this license;

This license shall be deemed to contain and is subject to the conditions specified in the following Com=ission regulations in 10 CFR Chapter I: Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Section 50.S4 and 50.59 of Par: 50, and Section 70.32 of Part 70; is subject to all applicable provisions of the Act and to the rules, regulations and orders of the Commission now or hereafter in effe :: and is subje:: to the additional conditions spe:ified or incorporated below:

(3) GPU Nuclear Corporation shall main:ain in effect I and fully i=ple=ent all provisions of the Cc ission-approved physical security plan, including a=endments and changes made pursuant to the authority of 10 CFR 50.54(p) . The approved securiry plan consists of documents @.hheld from public disclosure pursuant to 10 CFR 2.790(d),

collectively titled, "Three Mile Island Nu: lear Station, Units I and II,

Modified Amended Physical Security Plan," dated February 1, 1978, and revistar.s thereto.

(4) P- License,5 may proceed with and is recuired to complete the modifica:ira ns identified in Parag aphs 3.1.1 nrough 3.1.23 of the NRC's Fire Protection Safety Evaluation (SE) on the facility dated Septe=ber 19, 1978 and supplements thereto.

These mcdifications shall be co=pleted as specified in Table 3.1 of the SI or supplements thereto. In addition, the Licensee gg_ shall 7tt:1 the addi:1onal inf er:a: ion identified in Table 3.2 L;;g of thip .it in accordance with the schedule centained therein.

(6) Information which fully and co=pletely responds to the staff's request as specified in IE Bulletin 79-011, shall be submitted to the Director, Region I, Office of Inspec: ion and Enforcement, by the licensee no: later than Nove=ber 1,1980.
