The following occurrence was reported to Mr. John McCann, Region I, Office of Inspection and Enforcement on January 2, ,

Reference:

Environmental Technical Specification 2.2.1 states in part that "... The total period of chlorine addition to the condenser circulating water systems shall not exceed two hours per day."

On October 19, 1980 the Peach mttom circulating water system was chlorin'ated for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and 30 minutes, exceeding the two hour limit by 30 minutes. Each of six condenser water box bays was chlorinated 25 minutes by the operator instead of the 8 10 Jer g y -

  • - Page 2 normal period of 15 minutes. The excessive chlorination period was discovered during review of a report containing thi,s chlorination data on January 2, 1981. .

Probable Consequences of the Occurrence:

Review of chlorine residuals recorded during the event disclosed that there was no significant incredse in chlorine residuals discharged from the circulating water system.

Cause of the Event:

A non-licensed operator was having difficulty obtaining sufficient chlorinator flow so he extended the period of chlorination without consulting supervision.

Corrective Actions:

Non-licensed per.sonnel normally involved in circulating water chlorination were retrained by reviewing the event in shift meetings between January 9 and 11, 1981. Instructions have been posted at the chlorination control panel to further reinforce '

proper circulating water chlorination technique.

The surveillance test used for circulating water chlorination is being revised to further clarify allowable chlorination times.
