Dear Mr. Brunner:

Our letter of November 19, 1980 addressed three items of noncompliance identified in combined Inspection Report 50-277/80-08 and 50-278/80-07.

In response to itens A and B we referenced a new document called "Special Nuclear Plant Rules" which would be distributed to all site personnel and would include items related to security, health physics, and safety.

Ue also indicated that we would collect these rules from all site personnel and copies would be retained by the Training Division, however, upon re-evaluating this approach we have decided that each individual should keep his copy of the "Special Nuclear Plant Rules" for ready reference.

We still expect to discuss these rules with site personnel and distribute copies by December 31, 1980 and have already incorporated them into our General Employee Training, however, they will not be collected or retained by the Training Division.

We believe that permitting our employees to retain their copy of these rules will improve compliance.
