SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA PCWER STATION, UNIT NO. 1 DOCKET NO. 50-338 Introduction Tne NRC staff in conjunction with its consultant has reviewed the Virgh "a Electric and Power Company (the licensee) letter of December 20,1979 in response to the NRC letter of October 30, 1979 concerning containment purge / vent valve mechanical operability at the North Anna Power Station, Unit No. 1 (NA-1).

Discussion The NA-1 operation requires that the containnent be subatmospheric when the reactor coolant system temperature is above 200*F. Accordingly, the purge and vent valves identified as MOV's HV 100A,1003,100C,100D,101 and 102 must be closed (Tech. Spec. Section 3.6.1.4) in order for the containment to be maintained subatmospheric in Modes 1. 2, 3 and 4.

The licensee states the subject valves are kept in the closed position under any reactor coolant system temperature condition that could result in containment pessurization during a design basis accident / loss-of-coolant accident and, therefore, no further action is required for these valves.

Evaluation Based on the above, the NRC staff finds the containment isolation capability of the purge and vent valves in the closed position to be acceptable.

In addition, the NRC staff does not intend any further action in the area of an operability demonstration evaluation for these valves at NA-1.
