South Carolina Electric and Gas Company, acting for itself and as agent for South Carolina Public Service Authority, submits forty-five (45) copies of the following information addressing NUREG 0737, Item II.K.3.17, entitled

" Report On Outages Of Emergency Core-Cooling Systems Licensee Report And Proposed Technical Specification Changes".

i A Station Administrative Procedure (AP-217) has been written to establish a f

program for removal of Station equipment from service and restoration of Station equipment to service.

Emergency Core Cooling Systems and Components are inclusive to this program.

In general, this program delineates the method used to document and track the removal of Station equipment from service, the changing of Station equipment from procedure designated status, and the testing of equipment to assure successful maintenance and restoration of the equipment. It also provides instruction' co identify any equipment 5

that is inoperable, out of specification, or ni..rwise does not meet the.

requirements necessary for utilization.

I Specifically, the program is implemented by the use of a form and a corres-ponding log for documenting and tracking out of service equipment. A new form is initiated anytime a component / system is taken out of service. The form has three main sections.Section I, entitled " System / Component Data",

is used to record the component / system affected, any procedures or Technical Specification affected, the reason for removal or change of status,-the change to be made, and certain primary system parameters.

Section II,~ entitled

" Removal From Service", is used to record items such as time and date that an out of service change is initiated.Section III, entitled " Restoration.To Service", uis used to record items such e -

(.,e time and date that component / system is restored to service, and detail correct ye &ction taken if the time out of service exceeded the limit of Tecti- 'i O.:ification action.

A separate Log Index is maintained for tric Jorms discussed above which also records'the component / system affected, the time and date removed from service, i
