Appendix A to your letter addresses one item which does not appear to be in full compliance with Nuclear Regulatory Commission requirements.

This item, categorized as an infraction, is restated in the attached Appendix A with our response.

Appendix B to your letter contains an infraction which does not appear to be in full compliance with Nuclear Regulatory l

Commission requirements and pertains to the details of the l

physical security plans of a licensed facility.

Therefore, it is hereby requested that the information included in the attached Appendix B be withheld from public disclosure pursuant to Section 2.790 of the Commission's Regulations.

An affidavit in support of this request is attached hereto.

The infraction is restated in the attached Appendix B with our response.

PlfILADELPHIA ELECTRIC COMPANY RESPONSE TO INSPECTION REPORT NUMBERS 50-277/80-29 and 50-278/80-21 APPENDIX A Technical Specification 3.7.c, Secondary containment, states in part, " Secondary Containment Integrity shall be maintained during all modes of operation..."

Contrary to the above, on September 23, 1980, with the Unit 2 reactor in power operation, secondary containment was breached for about two minutes at the northeast airlock entrance to the Unit 2 Reactor Building by blocking the inner Secondary Containment door open and then opening the outer Secondary Containment door to remove scaffolding material from the Unit 2 Reactor Building.

Response

The cause of this occurrence was personnel error.

The individual involved is employed by a site contractor.

On September 23, 1980, the Station Superintendent confirmed f.ha t the contractor site manager forcefully reinstructed the employee as to the significance of this breach of procedures.

On September 25, 1980, the item was discussed at a meeting of contractor supervision at which time the correct procedure for transporting material through secondary containment boundaries was reviewed.
