UNITED STATES NUCLEAR REGULATORY COMMISSION o

December 5, 1980 a

%*ess*j' Docket No. 50-289

,~

Mr. Henry D. Hukill, Vice President i

and Director - TMI-l Metropolitan Edison Company P. O. Box 480 Middletown, Pennsylvania 17057 Dear Mr. Hukilli We have reviewed your responses by letters dated June 26 (GQL 0807), July 13 (GQL0883), August 17,1979 (GQL 1048) and June 2,1980 to our I&E Bulletin 79-13 on feedwater pipe cracks as related to Three Mile Island Nuclear Power Station, Unit No.1 (TMI-1). Based on this review, we have concluded that it is highly unlikely that your facility will experience feedwater pipe cracks similar to those observed at other facilities. Therefore, the augmented inspec-tions as required under 18E Bulletin 79-13 and 79-13(2) may be discontinued.

However, the elimination of the augmented inspection program does not relieve you of the inspections required under the ASME Code Section XI for Class 2 components for the emergency feedwater system.

Enclosed is our Safety Evaluation Report concerning this matter.
