NRR ENDORSEMENT OF IREP REF:

Your Note Dated 11/13/80 There is no doubt in my mind that a program like IREP is badly needed. The program brief reads well and we need the information.

However, the pilot study is poor work; moreover, in the many months since the draft report was received, no corrective action results have crossed my desk.

In my opinion, IREP must be much better managed than the Crystal River and IREP pilot study, and much more competently done.

I, therefore, recommend that the NRR endorsement of IREP.be qualified to require that the Crystal River Work be revised as required to make a credible and useful product before the Phase II studies are undertaken.

I know this violates the proposed schedule, but I believe that without this necessary corrective we are too likely to get four more bad studies.
