END0RSEMENT OF IREP (RR-RES-80-17)
We recommend that you endorse the subject program. The IREP program brief was sent to each NRR Division Director for review, and was reviewed by my staff. The only negative comment received was from Dr. Hanauer, DHFS.
In his note (enclosed) he stated that the Crystal j
River study was of sufficiently low quality that he recommended that NRR endorsement of IREP be qualified to require revision of the Crystal River work before Phase II studies are undertaken.
We have discussed the comment with DST personnel responsible for the IREP program in NRR. They agree with the comment on the quality of the Crystal River Report, however, they believe the learning experience of Crystal River is already available for the review of the other four plants in IREP.
In order to move with the IREP program, several steps have been taken which are expected to assure appropriate quality in the results of IREP.
- 1) Three of the four plant reviews will be performed with the licensees' participation.
(Ap)arently the fourth does not wish to participate.) T11s should provide much better results than the Crystal River Report which was totally an NRC product.

- 3) NRR is participating actively in an Industry /NRC cooperative venture (IEEE) developing a "how to" manual for reliability assessment. This group aieng with its two workshops will provide an active and immediate peer review while IREP is progressing.

- 4) Although the effort is parallel with the continuing IREP review i
rather than sequential, the Crystal River Report is being revised j
to improve its quality.
Because of the lessons learned from the Crystal River Study, the actions taken by the staff including extensive peer review, and the importance of completing IREP in a timely position, we recommend endorsement without the condition of revising the Crystal River Report prior to continuing on with the IREP program.
