Dear Mr. Hancock:
By letter dated December 19', 1980 you requested approval of BUNA-N sal material in the hydraulic snubbers at Crystal River Unit 3 until the next refueling outage (Fall 1981). Technical Specification 4.7.9.1(a) allows the use of materials other than ethylene propylene that are com-patable with the operating environment if the materials are approved by the NRC.
We have reviewed your request and have determined that you may use BUNA-N seal material in the hydraulic snubbers in accordance with Technical Speci-fication 4.7.9.l(a) until the next refueling shutdown. This short tem use is acceptable because the material is compatable with the operating environment and the hydrau11c fluid and the Crystal River plant is located in an area of infrequent seismic events. We understand that the BUNA-N seal material will be replaced with ethylene propylene seals during the next refueling shutdown.
