SU3 JECT: ACCEPTANCE REVIEW 0F THE CALLAWAY PLANT ENVIRONMENTAL REPORT By letter, dated October 19, 1979, we received your application for an operating license, including the gencral information portion of the application, the Final Safety Analysis Report (FSAR) and the Environmental Report. The general information portion of the application and the FSAR were reviewed and accepted for docketing on August 8,1980. We were unable at that time to review the Environmental Report, but have now concluded that the report is sufficiently complete for docketing with the realization that substantive deficiencies may r

exist that will need to be cr~~cted during the review.

You will be advised of key m ones of the review as soon as a schedule is developed. Section 51.21 of 10 CFR Part 51 describes the Applicant's Environmental Report Operating License Stage and Section 51.40 advises the number of copies required. The enclosed distribution list provides the name and addresses of Feoeral, State and local officials on whom the Environmental Report must be served.

If during the course of our review, you believe there is a need to appeal a staff position because of disagreement, this need should be brought to the staff's attention as early as possible so that the appropriate meeting can be arranged on a timely basis. A written request is not necessary and all such requests should be initiated through our staff project manager assigned to the review of your application, Alexander W. Drcmerick, (301) 492-7100. This procedure is an informal one, designed to allow opportunity for applicants to discuss, with management, areas of disagreement in the case review.
