Dear Mr. Abel:
During our review of the Zion Station Unit 1 and 2 submittal dated August 8, 1980 on the containment purge and vent valves operability, we have identified additional information.which we will need. Our request for additional infomation is enclosed.
Please provide the infomation at your earliest convenience. Until we have completed our review of the containment purge and vent issue, Zion should continue to abide by the staff's interim position to which you have committed.
Sincerely, h

i REQUEST FOR ADDITIONAL'INFORMATf0N ZION NUCLEAR UNITS 1&2 OPERABILITY OF PURGE / VENT VALVES EQUIPMENT QUALIFICATION BRANCH DIVISION OF ENGINEERING 1.0 40.0 Inch Purge Valves (Reference Commonwealth Edison Letter of August 8,1980 l'.1 Describe how each of the valve installations, relative to the piping configurations, have been reviewed to assure that the dynamic torque j
coefficients (C ) used by Pratt (Reference 1) are applicable to the Zion t
valves.Ct can be affected by flow direction through the valve, shaft orientation relative to close proximity upstream elbows and disc closure direction relative to close proximity upstream elbows.
-1.2 *H. Pratt is known to have developed C s for its valves based on model t
valve flow tests conducted using various pressure ratios. How do the dynamic torque values detennined by NUTECH compare with dynamic torque values calculated using Pratt's test developed C s for the pressure t
used by NUTECH?
Do'es the 2.0 second instrument lag time assumed include the lag time 1.3 that typically exists in air operated valves between the time the sole-noid receive.s the signal and the operator starts to stroke the valve (operator cylinder vents to a pressure level where operator spring /
dynamic torque can just start to stroke valve)?
1.4 What is the maximum valve stroke time allowed by the Tech Spec? Would this maximum stroke time result in higher loadings and stress levels than were determined for NUTECH's assumed 90". - 3 second stroke time case?
1.5 Do the operators have maximum torque rating (s) as established by the manufacturer? How does it compare to the maximum torque developed dur-ing the accident postulated? Does combined loading of spring and dyn-i i
amic torque affect any parts of the operator to the extent that they become the limiting factor?
l 1.6 Describe the extent to which the valve assembly (valve and operator).is seismically qualified?
1.7 Describe the extent to which the pilot solenoid valves are seismically..
qualified and environmentally qualified for long tenn exposure to the fionnal plant enviornment'.
17 Ine purge valves are to be operative post-LOCA describe the extent to which the solenoid. valves are environmentaliy' qualified for the LOCA environment.

1.8 Describe the extent to which the operators are seismically qualified and environmentall) qualified for long term exposure to the nornal plant environment? If the purge valves are to be operative post-LOCA..
describe the extent to which the operators are environmentally qualiffeo #
for the LOCA environment.
Do the elastomeric parts in the operator have'.
a qualified design life where periodic replacement 'is required?
- 1. 9.
Do the elastomeric parts in the valye body have a qualified design life?
Are they required to be replaced periodically? Describe what inservice r
testing / inspections are accomplished to check the integrity of the seals.
1.10 Has the stress analysis been' reviewed by H. Pratt?
l.11 Provide an assessment of the structural capability of any ducting or piping in the purge or vent, system which is upstream or downstream of the valves and is exposed 'to the flow conditions associated with + 1e LOCA and the seismic event. The staff is particularly interested in the effects that loose debris from the pipe.or. duct system may have on the closure capie' ability of these valves.
2.0 10.0 Inch Vent Valve (Reference Commonwealth Edison Letter of September 25, 1980) 2.1 Was the operability of these valves demonstrated by analysis only, or analysis / test?
2.2 Same as question 1.0.
2.3 Same as question 1.7 for solenoid valves used with these vent valves.
2.4 Same as question 1.8 for operators used with these vert valves.
2.5. Same as question 1.9.
2.6 Same as question 1.11.
