This is in response to Mr. Bolger's reply dated March 31, 1977 to our notice of noncompliance dated March 9, 1977.

As a result of additional records not previously made available during our inspection in February, 1977, a clarification is appropriate to our statement that no consideration of quality standards, quality assurance requirements, material suitability, interface control and testing was given to the modification pack-age relating to transformer - 81.

The availability of additional records provided to the inspector on April 12, 1977, iadicate that certain quality standards were implemented at the time the modification was being completed.

In particular, records of tests performed by your operational analysis department prior to placing the equipment in service were reviewed by the inspector and do indicate compliance with quality standards.

However, cur position with regard to the noncompliance remains in that administratively the functional test procedures were not reviewed and approved by the onsite review committee as required by your quality assurance program.

Furthermore, quality control approval and written authorization to operate the equipment was not accomplished prior to placing the equipment in service.

From our additional review of your records on April 12, 1977, we concur that no further corrective action is necessary with respect to th
