Rnsponse to IE Inspection Nos. 50-10/77-03, 50-237/77-03, and 50-249/77-03 ENFORCEMENT ITEM

Contrary to 10 CFR 50, Appendix B, Critorion III and the licensee's quality assuranco program no consideration of qua3ity standards, quality assurance requirements, material suitability, interface control and testing was properly accomplished on the installation of a transformer for the Unit 1 facility.
DISCUSSION This modification, initiated for transformer 81, requested that a 300 MVA transformer and its associated equipment and controls be installed to connect the 345 KV and 138 KV switchyard systems at Dresden.
The modification request was prepared in June, 1975, and was evaluated as non-safety related.
The modification required engineering assistance.
Commonwealth Edison's Station Nuclear Engineering Department (SNED) performed an engineering evaluation of the requested modification and prepared detailed engineering design documents, including a copy of the safety analysis required by 10 CFR 50.59.
Additionally, they prepared the necessary drawings and established tSat the equipment purchased to complete the mcdification complied with applicable quality assurance requirements.
After receiving concurrence from SNED and on-site revicw, installa-tion of the modification was authorized by the Station Superintendent.
Installation of the transformer and its controls and indication was completed by June, 1976, by Commonwealth Edison Company's sub-Station Construction Department.
One month of detailed testing of the transformer and its controls by the Operational Analysis Department and preparation of an annunciator procedure for the control room indication was completed prior to placing the trans-former into service.
The Division Load Dispatcher then ordered the transformer to be placed in service under nic control for summer load regulation, in accordance with Commonwealth Edison policy for switchyard equipment.
Subsequent to the I.E.
investi-gation of this matter, the Operational Analysis Department test of transformer 81 was documented and placed in the modification folder.
Based on the foregoing, we therefore believe that the enforcement item is unwarranted.
CORRECTIVE ACTION No correctivo action is considered necessary for this modification,

CORRECTIVE ACTION TO AVOID RECURRENCE AND DATE OF FULL COMPLIANCE We do believe that documentation of interface reviews, where changes external to the station interface with the station, can be improved and more clearly stated.
Station procedures will be revised to require this documentation.
