Oyster Creek Nuclear Generating Station Docket No. 50-219 Revision 5 to Technical Specification Change Request No. 28 Pursuant to Title 10 Code of Federal Regulations, Section 50.59 and 50.90, three signed originals and fifty-seven conformed copies of Jersey Central Power 6 Light Company's request for amendment to Appendix A of Provisional Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station, incorporating Revision 5 to Technical Specification Change Request No. 28, are herein submitted. This Technical Specification Change Request modifies the Table 4.3-1 and modifies the basis of Revision 4 submitted in Tune, 1978.

This revision to the Technical Specification Change Request No. 28 has been approved by the Plant Operations Review Committee and the Independent Safety Review Group.

Since this revision merely updates our previous submittal, licensing fees are not required for this revision.

0YSTER CREEK NUCLEAR GENERATING STATION PROVISIONAL OPERATING LICENSE DPR-16 (DOCKET NO. 50-219)

Applicant hereby requests the Commission to change Appendix A to the above-captioned license as follows:

1. SECTION TO BE OIANGED Revision 4 to Proposed Technical Specification Change Request No. 26 for the Oyster Creek Nuclear Generating Station.

2. EXTENT OF CHANGES To change Note 1 and Item 2.7 of Revision 4 Proposed Technical Specification Change Reo"est No. 28 to clarify the inspection intervals using the ASb., Code.

3. GIANGE REQUESTED Replace the appropriate pages in Revision 4 of Proposed Technical Specification Change Request No. 28.

4. DISCUSSION The proposed revision modifies the Inservice Inspection Program for the Oyster Creek Nuclear Generating Station. The intent of this change is to modify the Oyster Creek Inservice Inspection Program to allow recognition of the cases where accessibility and component configuration do not permit complete inspections as required by the ASME Code Section 11. The bases was also changed to permit the use of later NRC approved versions of the ASME codes.
