This refers to the routine unannounced inspection conducted by Mr. R. Bailey
of this office on April 14-18 and April 23-25, 1980, at the James A. Fitzpatrick
Nuclear Power Plant, Scriba, New York of activities authorized by NRC License
No. DPR-59 and to the discussions of our findings held by members of my staff
with you on April 24, 1980 with Mr. Boston and other members of your staff.
The enforcement correspondence pertaining to this inspection has been provided
separately to you from NRC Headquarters by the Director, Office of Inspection
and Enforcement.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federtl Regulations, documentation of findings of your con-
trol- and accounting procedures for safeguarding special nuclear materials and
~
your facility security procedures are exempt from disclosure; therefore, except
for the report cover sheet, the enclosure to this letter will not be placed in
the Public Document Room and will receive limited distribution.
No reply to this letter is required; however, should you have any questions
concerning this inspection, we will be pleased to discuss them with you.
