'99900092/80-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on July 7-11, 1980, it appears that 'certain of your activities were not conducted in accordance with NRC requirements.
Criterion 5 of Appendix E to 10 CFR 71 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings,- of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings. These shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
The Robatel Quality Assurance Manual, Revioion 4, states in parti "The particular documents are set up for a given equipment or job.
They generally complete the general documents and take into account the applicable rules, standards and codes as well as the client's particular specifications."
Contrary to the above, two examples were found where documents did not address the specification.
The hydrostatic test NPH 3.21.1 procedure did not reqitire isolation of the cask cavity as -is required by the Transnucleaire Specification 9317-A-1.
The Trunnion load test procedure, NPH-3.20.1, did not state the same acceptance criteria as is found 4
in ti.e specification 9317-A-1.
