Le pr6sent m6morandum constitue la r6ponse au rapport stabli par i
l'US NRC le 1er acht 1980, A la suite de son inspection du 7 au 11 juillet 1980 en nos ateliers de Genas.
l La d6viation relevde rdsultant d'une mauvaise interpr6tation de la specification du client 9317 A1, les d6cisions ci-aprbs ont 6td prises en accord avec ce dernier.

1/ ESSAI DES ORGANES DE MANUTENTION : TOURILLONS 1.1. Action corrective De fagon a etre conforme avec la sp6cification 9317 A1, nous tol6rons pour cet essai une d6 formation r6siduelle, entre la premibre et la deuxibme nine sous charge, infdrieure ou 6 gale A la pr6 cision de l'appareil de lecture - soit G,01 mm. En consdquence nous refaisons l'essai "e" pour lequel une d6 formation rdsiduelle de 0,015 mm a 6td not6e.
1.2. Action vrdventive Nous modifions la proc 6 dure 8-9 NPH 3.20.1 selon les dispositions ci-dessus.
1 3. Dates d'ex6cution Point 1.1.
- l'essai a 6t6 refait le 21-8-80. Le r6sultat est conforme (d6 formation rdsiduelle nulle).
Point 1.2. : la proc 6 dure 8-9 NPH 3 20.1 sera rdvis6e avant le 30.10.80 et aucun essai de tourillons ne sera effectu6 avant cette date.

2/ ESSAI HYDRAULIQUE La sp6cification 9317 A1 requiert un essai bydraulique conforme au code ASME Section III NE 6000. NE 6221 requiert que la pression d'essai ne soit pas inf4rieure A 1,35 fois la pression de concept.
Pour les emballages TN 8 TN 9 ceci repr6sente une pression minimale d'essai de 10,85 bar. NE 6224 requiert que cette pression d'essai soit maintenue au moins 10 minutes. NE 6215 requiert que l'examen visuel final soit effectud h une pression au moins dgale h celle des pressions suivantes qui est la plus grande :
- soit la pression de concept
- soit les trois quarto de la pression d'essai Ce qui dans le cas des emballages TN 8 et TN 9 repr6sente 8,14 bar.
La spdeification 9317 A 1 requiert en outre que la cavitd soit l
isolde pendant six heures.
Or la proeddure ROBATEL 8-9 NPH 3 21.1 est plus restrictive, en ce sens qu'elle impose que la pression d'essai de 10,85 bar soit maintenue pendant ces six heures.
j 2.1. Action corrective Nous avons revu en detail le rapport de l'essai hydraulique du TN.9-2. Le cumul des baisses de pression enregistrde pendant les six heures de l'essai est dgal h 2,3 bar ce qui est infdrieur au 2, 7 bar qui repr6sentent la diffdrence entre la pression d'essai 10,85 bar et la pression a laquelle doit se faire l'examen visuel soit 8,14 bar. La durde moyenne entre deux pressurisations est d' environ 1 heure, sans jamais atre infdrieure h 10 mn. Nous considerons donc l'essai comme satisfaisant.
2.2. Action pr6ventive Nous allons r6viser la proc 6 dure 8-9 NPH 3 21.1 de fagon h exiger que la pression d'essai de 10,85 bar soit maintenue pendant 10 mn et que la prescion ne descende pas en dessous de 8,14 bar en six heures, faute de quoi l'essai devrait etre refait.
2 3. Dates d'ex6cution La proc 6 dure NPH 3 21.1 sera r671sde avant le 30-10-1980 et aucun essai ne sera effectud avant cette date.

3o RC)BATEL CLPE 3/ ETAT DES EMBALLAGES PRECEDEMMENT LlTRES Dans le cadre de ce. contrat, ROBATEL a livrd aux Etats-Unis un emballage TN 9 n' 1.
Nous avons 6tudid le rapport d'essai de rdsistance des tourillons :
9-1 NHH 3 20.1 (0) et le rapport d'essai bydraulique 9-1 NRR 3 21.1 (0).
Cette stude donne les rdsultats suivants :

3.2. Essai hydrauliane cumul des pertes de pression : 1,7 bar Temps moyen entre 2 pressurisations : 1 heure Temps minimum entre 2 pressurisations : 30 mn.
Au vu de ces resultats, nous considerons que le TN 9-1 rdpond aux critbres d' acceptation de la sp6cification TN 9317 A1.

MEMORANDUM REPLY'TO THE INSPECTION REPORT No. 99900092/80-01 0F THE US NUCLEAR EEGULATORY COMMISSION DATED AUGUST 1, 1980 The present memorandum answers the report set up by the US.NRC August 1, 1980 after its inspection at our Genas plant from July 7 to July 11, 1980.
The deviation identified resulting from a misinterpretation of the customer's specification No. 9317.A.1, the following decisions have been taken with the agreement of our customer.

TRUNNION LOAD TEST 1.1 Corrective action l
So as to be in conf ormity with specification 9317.A.1, we accept f or i
this test a residual deflection between the first and the second loa-dings, lower or equal to the precision of the reading on the measuring l
instrument, i.e. 0.01 mm.
l As a consequence, we will perform again test
'e' which gave a deflection of 0.015 mm.
1.2 Preventive action The procedure 8-9 NPH 3.20.1 is modified according to the above statement.

1.3 Implementation dates Corrective action :
l-The trunnien. load test-has been performed again August 21,.1980 and its result was in conformity with the customer's specification (no residual deflection).

Preventive action :
-The procedure 8-9 NPH 3.20.1 will be revised before October 30, 1980.
In the meantime, no trunnion load test will be performed.
2.~1YDR0 STATIC TEST The specification 9317.A.1 requires a hydrostatic test in conformity with the ASME Code,Section III, article NE 6000. NE 6221 requires the minimum hydrostatic pressure to be not less than 1.35 times.the design pressure.
For the TN-8 and TN-9 packagings, 'this gives a minimum test pressure of 10.85 bar. NE 6224 requires the minimum hydrostatic test pressure to be maintained ~ for a minimum period of 10 minutes. NE 6215 requires that the subsequent visual examination f or leakage be performed at a pressure equal at least to the greater of the design pressure or three-f ourths of the hydrostatic test pressure, which is 8.14 bar for both TN-8 and TN-9 packa-gings.
Moreover, the specification 9317.A.1 requires that the-cavity be isolated for a period of six hours. The ROBATEL SLPI procedure 8-9 NPH 3.21.1 is 'more restrictive in that it required that the minimum test pressure of 10.85 bar be maintained for six hours.
2.1 Corrective action We have reviewed in detail the report of the TN-9.2 hydrostatic test.
The sum of the pressure falls registered during the six hour test is equal to 2.3 bar, thus lower than the 2.7 bar representing the dif fe-rence between the' test pressure of 10.85 bar and the pressure required for the visual examination of 8.14 bar. The average duration between two pressurizations is about one hour and was never below 10 minutes.
Consequently, we consider the test as satisfactory.
-2.2 Preventive action The procedure 8-9 NPH 3.21.1 will be revised so that the test pressure of.10.85 bar be maintained during 10 minutes and do not fall beyond 8.14 bar during six -hours. Otherwise, the test shall be repeated.
2.3 Implementation' dates The procedure NPH 3.21.1 will be revised before October 30, 1980 and no test will be ~ performed in the meantime.

Accordint to the terms of this contract, ROBATEL SLPI has already delivered one TN9.1 packaging to the U.S.A.
We have examined the report of the trunnion load test 9.1 NRH 3.20.1 (0) and.the hydrostatic test report 9.1 NRH 3.21.1 (0). This examination gave the following results.
