This refers to the inspection conducted by Mr. Ibura and Mr. Dreher of
this offico on Pcbruary U to 18, 22, 24, 25, and 28, 1972, c," activities
at Dresden Unit 1 authori::cd by AEC Operacing Licenco No. DPR . , and to
the discussions of our findings held by Mr. Ibura with IIr. 5.*orden of
your staff at the conclusion of the inspectica and on April 13, 1972.
Arcas examined during this inspection incicued the following:
1.
The results of control rod drive testing performed prior to startup,
~
nucicar tests perfor=cd follouing startup, containment sphere
penetration tests, and condencer vacuum sensors trip settings.
2.
Ibintenance performed on the primary secam drum safety valves,
control rod drives, and cmergency dicscl.
3.
Performance of hydro ecsts on the primary coolant cystem, the "A"
cicanup loop modificatica m2do during the spring of 1971, the high
proscuro piping of the core spray cystem, and the tube cido and
interconnecting piping of the new primary feedwater heaters.
4.
Statuc of the reviacd Volume 6, Plant Operating Procedurcs, and
planned spent fuci shipments.
5.
Quality Accurance/ Quality Control system impicmentation and records
for the inctallation of the core spray system, the modifications to

heater bundlas.
6.
The relocation of the emergency condenser condensate valve operators
and the replaccment of the reactor Iiessel water level instrumentation.
Uithin these areas , the inspection consisted .of selective examination of
procedures and representative records, interviews with plant personnel,
and observations by the inspectors.
Scvoral items of apparent noncompliance with AEC requirements relating
to quality assurance and applicabic code requirements for plant
modifications were identified during this inspection. The items, uhich
ucre discussed with Mr. Worden during the April 13, 1972, aceting have
been referred to Regulato_y Headquarters for further consideration and
enforcement action. You uill be informed of their evaluation and
conclusion with respect to these natters.
It is our understanding based on discussion with your sito represcutative
that the following actions will be pursued or are currently in progress:
1.
The dicsci generator low oil temperature condition will be annunciated
-
in the control rom.
2.
A revica of the diesel generator system will be c:ade for the purpose
of identifying and annunciating those abnormal conditions which can
be detected in advance and which could prevent diccel operation.
3.
The revision of Volume 6, Plant Operating Procedures, including a
neu chapter on surveillance procedures, will be completed by July 1,
1972.
4.
A design review of the safety valves is being performed to confirm
that valve reaction forces were considered in the initial design
of their installation.
We will examine these matters further during a future inspection.
