Your Proposed Carage No. 19 dated November 12, 1969, requected chr.ngcc to the Technical Specifications of Facility License No. DFR-2 which would:

1.

authorize the loading of up to four capsules of cobalt-59 into the Dresden I core for the purpose of producing cobalt-60, cad 2.

eliminate the provision for bypassing the reactor vescel Low Water Level scrams from Table 1.

Your letter dated December 23, 1969, withdrew the request for ites 1.

We have reviewed item 2 above and have concluded that elimination of the provision for bypassing the reactor vessel Low Water Level scrc.c

further assures the availability of these scrams, thereby enhcncing the safety of operations. Therefore, we have concluded that Proposed Change No. 19, as modified, does not present significant haecrds con-siderations not described or implicit in the Hazards Surmry Report (Safety Analysis Report) sind that there is reasonable cssurcace that the health and safety of the public will not be endangered by operation of the reactor in the manner proposed.
