This refers to the inspection conducted by Messrs. P. H. Johnson

and R. C. Knop of this office on June 30-July 2 and July 7-8,

1976, of activities at Dresden Nuclear Power Station, Units 1, 2

and 3, authorized by NRC Operating Licenses No. DPR-2, No. DPR-19

and No. DPR-25 and to the discussion of our findings with

Mr. Stephenson and others

o_^ your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection. Within these areas, the

inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with

_

personnel.

During this inspection, certain of your activities appeared

to be in noncompliance with NRC requirements, as described

under Enforcement Items in the Summary of Findings section of

the enclosed inspection report. The inspection showed that

-

action had been initiated to correct the identified noncom-

'

pliance' and to prevent recurrence. Consequently, no reply to

this noncompliance is required and we have no further questions

regarding this matter at this time.

Certain other activities, set forth under Other Significant

1,tems in the Summary of Findings section of the enciesed

inspection report, appeer to be deviations from commitnents

which you have made during a previous. inspection and in

previous correspondence with the Commission. Please advise

us in writing within twenty days of the corrective action you

Noncompliance identified through your management control

systen and corrected in a timely manner is described under

Other Significant Items in the Summary of Findings section

of the attached inspection report. We have no further

questions regarding this matter s5 this time.

Based upon discussions with your station management, as identi-

fied in Paragraph A.1 of the Management Interview section of

the enclosed inspection report, it is our understanding that

you plan to perform an onsite review by August 1, 1976, of plant

modifications installed to prevent flooding of safety related

components. The purpose of this review would be to verify that

such modifications were installed, tested, and documented as

required.

In accordance with Section 2.790 of the NRC's " Rules of

Practice," Part 2, Title 10, Code of Federal Regulations, a

copy of this notice, the enclosed inspection report, and your

response to this notice will be placed in the NRC's Public

Document Goom, except as follows. If this report contains

informatian that you or your contractors believe to be

propriate.ry, you must apply in writing to this office, within

~

twenty days of your receipt of this notice, to withhold such

information fron public disclosure. The application cust

include a full statement of the reasons for which the infor-

mation is considered proprietary, and should be prepared so

that proprietary information identified in the application

is contained in an enclosure to the application.
