Attached is the response to an item apparently deviating from a commitment made to your office as noted in Reference (a).

Unit 3 isolation condensor initiation relay examination.

Discussion:

As described in the sub)?ct inspection report, License Event Report (LER) for Reportable Occurrence 50-249/76-05, submitted March 26, 1976, included the commitment:

" Relay 595-ll7C will be examined and repaired during the next unit outage."

Since March 29, 1976, there were outages on Unit 3 and the relay was not examined or re-paired because the connitment had not been identified and followed up in a timely manner.

Routincly, all LER's are revicwed prior to submittal and commitments are identified and, if appropriate, follow-up is initiated immediately.

For this particular LER, the pre-submittal review by the indi-vidual responsib'o for following cammitments was not performed.

The commitment was identified and follow-up action was initiated when the LER was distributed to the normal inter nal distribution.

LER's are distributed twice; prompt distribution is made to the NRC and off-site Review, and a later distribution is mado to large numbers of Connonwealth Edison personnel.

At the time of this deviation, the individual responsible for following commitments was on the later distribution.

For these two reasons, thi relay examination commit-ment was not identified in a timely manner and follow-up action was unsatisfactory.

Corrective Action:

The requirement to examine and repair relay 595-ll7C has been identified and placed on the Unit 3 outage schedulo.

At this time, it is expected the next outage will be the refuel outage which is scheduled to begin September 12, 1976.

Additionally, the isolation condenser survoillance test has been satisfactorily performed each month since the March test.

Corrective Action to Avoid Recurrence:

To ensure that commitments are identified and followed up in a timely manner, the individuni responsible for identifying and following up cc=mitments in LER's has been placed on the prompt LER distribution list.

review and preparation of LER's will be encouraged to identify commitments and issue AIR's independently.

Our experience with the present system for identify.ng and following up commitments in LER's has been satisfactory.

It is our judgement that the change in distribution will preclude further deviations from commitments of this type.
