Gentlemen:

This refers to the inspection conducted by Mr. Fishbaugher on November 28

through December 1, 1972, of operations at the Dresden Unit 1 plant

authorized by AEC Operating License No. DPR-2, and to the discussion of

our findings held by the inspector with Messrs. Worden, Diederich, and

Roberts of your staff at the conclusion of the inspection.

Areas examined during this inspection included recent operating experience,

organization / administration, facility procedures, reactivity, and power

control, reactor coolant and auxiliary systems. Within these areas, the

inspection consisted of selective examinations of procedures and repre-

sentative records, interviews with plant personnel, and observations by

the inspector.

In addition to the above matters, the inspector examined your completion

of preoperational testing, emergency procedure, surveillance procedure,

and operator orientation for the newly installed core spray system

identified in our letter of November 13, 1972. We have no further ques-

tions on these items at this time.

During this inspection, it was found that certain of your activities appear

to be in noncompliance with AEC requirements. The items and references to

the pertinent requirements are listed in the enclosure to this letter.

This letter is a notice of violation sent to you pursuant to the provisions

of Section 2.201 of the AEC's " Rules of Practice," Part 2, Title 10, Code

of Federal Regulations. Section 2.201 requires you to submit to this office

within twenty (20) days of your receipt of this notice, a written statement

or explanation in reply including: (1) corrective steps which have been

taken by you, and the re.aults achieved; (2) corrective steps which will

be taken to avoid further violations; and (3) the date when full compliance

will be achieved. Such a statement or explanation should be provided for

each of the items listed in the enclosure.

The matter of design limitations of the existing shutdown cooling system

has been referred to Headquarters for evaluation and possible action. You

will be informed of the results of this review in future correspondence.

Should you have any questions concerning this inspection, we will be

glad to discuss them with you.

Certain activities under your license appear to be in noncompliance with

AEC license requirements as indicated below:

Paragraph B.15.b(1) of the Technical Specifications sets 1000F as

A.

a maximum temperature limit for the emergency condenser shell-side

water.

Contrary to the above requirement, shell-side water temperature

was not controlled within the limit. The temperature was observed

to be 1100F on November 30, 1972.

B.

Paragraphs J.5.a and J.5.b of the Technical Specifications

require that abnormal occurrences be reported to the AEC.

Contrary to the above requirements, the failure of the diesel generator

breaker on August 25, 1972, and operation with the emergency condenser

shell-side water temperature in excess of its limit on November 30,

1972, were not reported to the AEC.
