Environmental Licensee Event Report 77-70E

1. Facility: Crystal River Unit #3 i
2. Report Date: July 13, 1977 3.- Occurrence Dates: March 31,1977 and April 29, 1977
4. Identification of Occurrence:

4 Monthly seawater samples were not collected at Sample Stations C01, C09, and Cl3 for the month of March,1977; and at Sample Stations l Cl4H and Cl4M for the month of April,1977; as required by Section 3.2.2 of the Environmental Technical Specifications.

5. Conditions Prior to Occurrence:

On March 31, a liquid release was made, but it contained no de-tectable radioactivity. On April 29, no liquid releases were made.

6. Description of Occurrence:

The failure to collect these samples was discovered by a semi-annual review of all samples conducted by the University of Florida and reported to Florida Power Corporation on July 13, 1977.

During the times these samples were supposed to be collected, many other monthly, quarterly, and semi-annual samples were being collected.

The critical pathway sample station (Cl4G) was sampled on both dates, as were the'other general pathway sample stations: C14H and C14M on March 31; and C01, C09, and Cl3 on April 29. All of these samples, when analyzed showed no radionuclides in excess of their Lower Limits of Detection.

These are the first instances of samples not being collected. In the two mcnths after April and before the semi-annual review, all required seawater samples were collected.

7. Designation of Apparent Cause of Occurrence:

The cause of the occurrence was failure of the University of Florida to collect all the required seawater samples. The importance of collecting all required samples was stressed to the University.
