SUBJECT:

TECHNICAL ASSISTANCE REQUEST - RESPONSES TO IE BULLETIN 79-05C FOR B&W OPERATING PLANTS As required by IE Bulletin 79-05C, each of the B&W operating plant licensees has submitted their responses to the bulletin. Attached to this memorandum are the responses from: Duke Power Company, Arkansas Power & Light Company, Sacramento Muhicipal Utility District, and Toledo Edison. The response from Florida Power Corporation will be provided as soon as our copy is received.

Technical assistance is needed from botn the Analysis Group and the Systems Group of the B&OTF in order to properly evaluate these responses.

Specific areas needing evaluation are:

ANALYSIS GROUP

1. Evaluate' licensees' " Analysis Summary In Support Of An Early RC Pump Trip."
2. Provide input to Systems Group on licensees' "Guioelines for Operator Action."

SYSTEMS GROUP

1. Evaluate licensees' " Guidelines for Operator Action."
2. ' Evaluate Duke Power Company's conceptual design which would provide automatic tripping of operating reactor coolant pumps on coincident low reactor coolant system pressure and low reactor coolant pump power.
3. Evaluate Toledo Edison and Florida Power Corporations' proposed interim automatic reactor coolant pump trip upon SFAS actuation.

Items 3 and 4 of the bulletins did not require the submission of guidelines and emergency procedures for both LOCA and non-LOCA transients.

Since both Toledo Edison and Florida Power Corporation have submitted the guidelines, should we request' that. these guidelines be provided to us for review from the otner licensees?
