Dear Mr. Moseley:
l Per the request of F. Jape of your staff, this letter is to supplement my letters dated ~ August 3 and July 10, 1974 concerning activity in the Both Component Cooling System at the Oconee Nuclear Station, Unit 1.
of these letters stated that the activity has no apparent correlation with reactor power, reactor coolant system activity, or the operation of a particular cooler which interf aces between the component cooling system and ' the reactor coolant system.
It was on this basis that Duke
. felt this item was not reportable as_an abnormal occurrence.
Upon review, the item could be classified as an unusual event under the variance'from performance specification clause. Our efforts will continue to identify and appropriately classify incidents for investi-gating and reporting requirements.
The. low level of activity in the system in no way hinders the operation of the plant or its components. It is planned, however, to reduce the activity to as low a level as practicable through normal makeup to the system and decay _-of-the' isotopes.
Several tests have been performed to determine the source of the
" activity in the Component-Cooling System with inconclusive results.
~ Further tests' are.being planned to verify the integrity of the Component Cooling System coolers and to investigate the possibility These of the activity coming from the liquid waste-disposal header.
