J. Heltemes PFCollins This is in reply to your letter dated August 7,1980. Your letter detailed the procedures for selection and training of. senior operators in effect at the Point Beach Nuclear Plant.
In addition, your letter requested that you be permitted to defer implementation of Item A.2.b of H. R. Denton's March 28, 1980 letter from August 1,1980 to August 1,1981.
Based on a review of the infomation contained in your letter and discussions between members of our staffs, we have detemined that individuals who serve in the capacity of Operating Supervisor for a period of three months are meeting the requirements of Item A.2.a of 11. R. Denton's March 28, 1980 letter.
Item A.2.b of the letter states that operator applicants "shall have three months training on shift as an extra person in the control room."
In our letter to you on this subject dated July 8,1980, we enumerated our reasons fcr this requirement. We believe our reasons are valid and the requireent to be reasonable.
We cannot defer confoi:'ance with this requirement until August 1981.
Therefore. applications for operator licenses received after August 1, 1980 must indicate compliance with this item.
