Dear Mr. O'Reilly:

Your July 24, 1980 letter concerning the subject Bulletin reque:i.ed an evaluation to determine if minimum cooling flow is provided to Crystal River Unit 3 makeup (high pressure injection) pumps under safety injection conditions. Our September 22, 1980 letter offered to provide the requested response on or before October 23, 1980.

Florida Power Corporation i.ereby provides our response to I.E.Bulletin 80-18.

Calculations performed per the Westinghouse plant specific calculational approach confirm that adequate minimum flow is available for cooling the makeup pumps when operating against reactor coolant system pressures com-mensurate with the pressurizer safety valve setpoint, flow resistances, and pressure losses in the associated piping and reactor core. Step 4 calcula-tions used "as-built" system data and configurations in determining injec-tion piping losses in lieu of the calculation approach.
