This refers to your request dated May 1, 1961 for AEC author-ization to make Proposed Change No. 4 in your facility pursuant 2:-1 19 to paragraph 3. A. of License No. DPR-3, as amended.

We have reviewed the proposed addition to the Technical Specifi-cations attached as Appendix A to License No. DPR-3 and have found that clarification of use of the monitor in the incinerator stack and maintenance of the monitor in continuous service, as proposed, does not present significant hazards considerations not described or implicit in the license application as amended to January 12, 1961, and there is reasonable assurance that the F
health and safety of the public will not be endangered by M
operation of the facility with the modifications described is attached here*a.
In view of the foregoing, authorization is hereby granted to Yankee Atomic Electric Company to add the following provision to paragraph E.2.f.(3) of the Technical Specifications, which are attached as Appendix A to License No. DPR-3, in accordance with Yankee's Proposed Change No. 4, dated May 1,1961:
"The monitor in the incinerator stack shall be kept in continuous service in order to provide an alarm and a record in the vent of the release of radioactive gas from the waste disposal blanket gas system through the loop seal."
