DOCKET NO. 50-29 HAZARDS ANALYSIS BY THE RE3EARCH AND POWER REACTOR SAFETY BRANCH DIVISION OF LICENSING AND REGULATION IN THE MATTER OF YANKEE ATOMIC ELECTRIC COMPANY PROPOSED CHANGE NO. _4, Pursuant to the provision of paragraph 3. A. of License No. DPR-3, as amended, Yankee Atomic Electric Company in Proposed Change No. 4, l"
dated May 1,1961, requested the following addition to the technical specifications which are attached as Appendix A to License No. DPR-3:

"The monitor in the incinerator stack shall be kept in con-tinuous service in order to provide an alarm and a record in the event of the release of radioactive gas from the waste disposal blanket gas system through the loop seal."
This addition was requested for the purpose of clarifying the use of this particular monitor and establishing Yankee's intention of main-taining the monitor in continuous service.
Upon review of the proposed change, we have concluded that continuous operation of the monitor should contribute to safer operation of the facility, and that this change does not present significant hazards considerations not described or implicit in the license application, as amended to January 12, 1961.
We have further concluded that there is reasonable assurance that the health and saf ety of the public will not be endangered by operation of the facility as proposed.
