President Gentlemen:
This refers to your request dated February 14, 1961 for AEC authorization to make Proposed Change No. 2 in your f acility pursuant to paragraph 3. A. of License No. DPR-3, as amendsd.
We have reviewed the proposed modification of the facility and have found that a change in the relative position of the motor operated valve and manually operated valve as described does not present significant hazards considerations not de-scribed or implicit in the license application as amended to January 12, 1961, and there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as proposed.
A copy of our analysts of the operation of the facility with the modifications described is attached hereto.
In view of the foregoing, authorization is hereby granted to Yankee Atomic Electric Company to change the sequence of motor operated valve CH.MOV-525 and manually operated valve #14 in accordance with Yankee's Proposed Change No. 2, dated February 14, 1961.
