Dear Mr. Denton:
As discussed with Mr. Bill T,ane in a recent phone conversation, South Carolina Electric and Gas Company (SCETG) is providing information regarding a problem in one of our piping penetration assemblies. During recent testing of the reactor building penetrations, a damaged bellca, which requires replacement, was found. This penetration is Steam Generator Blowdown Penetration #326P.
Even though SCE&G is not committed to stamp the entire penetration once it is installed, the bellow assembly was originally purchased from Pathway Bellows as an "MC" stampe'd component. Process piping which passes through this penetration will be the only item stamped.
The problem is Pathway Bellows has allowed their "MC" stamp to expire and, therefore, can no longer supply another stamped bellows assembly. There are other suppliers who manufacture "MC" stamped penetrations, but none can meet our tight schedule commitments except Pathway Bellows.
Since Pathway 3
Bellows was the original supplier, their design analysis for the original bellows assembly can be used for the replacement bellows assembly.
Due to schedule, SCE&G plans to procure this replacement bellows assembly from Pathway Bellows. All design, fabrication and testing requirements per the original purchase order, with the exception of "MC" stamping, will be involved.
To provide our company assurance that these requirements are met, our authorized Nuclear Inspection Agency will perform inspection at Pathway Bellows to NC-5000 requirements.
Specifically, the South Carolina Electric and Gas Company plans to:
1.
Impose subsection NE, except that no code N-stamp will be obtained.
2.
Procure to NE-2000 standards, materials necessary for the manufacture of these penetrations.

Design the penetrations to NE-3000 standards.
4.
Fabricate the penetrations to NE-4000 standards.
5.
Inspect the assemblies to NE-5000 standards by a qualified third party inspection by an authorized inspection agency.
This will be accomplished by the use of an authorized nuclear inspector from the Kemper Insurance Companies under an existing SCESC purchase order. The inspector will follow all the rules, requirements, procedures s d
-a_1 valent documentation necessary to verify the adequacy or the equipment.
6.
Test the penetrations to NE-6000 standards.
7.
Provide data reports to NE-7000 standards without a code stamp.
SCE6G is confident that a replacement bellows assembly that meets the quality standards of that ori;inally supplied will be obtained and will ensure that Pathway Bellows compiles with all requirements in respect to MC standards in the manufacture of this assembly with the exception of stamping. We intend to keep in close contact with the NRC Resident Inspector at Virgil C. Summer Nuclear Station on this matter.
At present, we are proceeding with the purchase of the bellows assembly from Pathway Bellows with the anticipation that you find no objection to this approach.
In that light, NRC approval of the above approach is requested.
