Dear Mr. Widner:
We have received your letter dated October 3,1980 which transmitted an amendment to Chapter 10 of the Security Plan for Hatch Nuclear Plant, Units Nos.1 and 2.
Members of our staffs have discussed this submittal and it is our understanding that this change is being made pursuant to 10 CFR 50.54(p) which authorizes you to make changes to the Security Plan without prior Comission approval if the changes do not decrease the safeguards effectiveness of the plan. Accordingly, if that is your conclusion our prior approval of your proposed change is not necessary.
Should we or our Office of Inspection and Enforcement identify any change with which we dnn't agree to be authorized by 10 CFR 50.54(p) you will be advised accordingly.
