SUBJECT:
TRIP REPORT - LIMERICK SITE VISIT On Tuesday, May'13, 1980, members of the NRC staff visited the Limerick site,(Enclosure). The purpose of the visit was to tour the construction site, particularly the containment and co.itrol room.
In addition discussions were held with regard to emergency planning and preparedness. Representatives of State and local emergency planning arancies also attended. A list of the principle Philadelphia Electric Company (PECo) attendees are also given in the Enclosure.
Philadelphia Electric provided information in three specific areas including i
- 1) significant design differences between Limerick and Peach Bottom,
- 2) operator training, and 3) emergency planning.
j Some of the more significant design differences include use of an eighth row of rebar in containment even though design called for seven, greater number of downcomers, extra restraints, spray pond added, four independent diesels for each unit, hardened fuel handling building around upper elevations, installation of an automatic system placing building in negative pressure in case of an accident, replacement of the cryogenic off-gas treatment system by a chilled charcoal system, and replacement of 316K stainless steel by 304 stainless steel. These and other differences will be addressed in greater detail in the Risk Evaluation Study which was requested in a letter to PECo on May 6, 1980.
Highlights of the presentation on operator training covered the operator selection procedure which has been used and the proposed academic and hands-on training programs that are planned. Specifically mentioned was the Limerick simulator which was in the final stages of testing at Singer Corporation in Silver Spring. Arrangements are to be made for socne of the staff to visit this facility before it is shipped to the site and installed in the Limerick Training facility. PECo requested a meeting to discuss operator qualifications and training. This is to be arranged by NRC.

. OCT 2 01980 In the area of emergency planning, PECo has been having regular meetings with PEMA (Pennsylvania Emergency Management Agency).
It was pointed out that Peach Bottom is leading and will be useful in developing the plans for Limerick. An evacuation time study is underway and results will be presented in a month or two, June or July.
PEMA is coordinating the emergency planning effort, but operating facilities have the current priority.
It is expected that planning will be inhand by fall. NRC advised the group that FEMA (Federal Emergency Management Agency) will be the lead Federal agency for emergency planning and will be the main source of witnesses in an evidentiary proceeding.
Following the presentation a tour of the construction site was conducted.
Following the site visit D. Eisenhut, B. Grimes, D. Sells, and J. Olshinski visited Mayor Jamison of Pottstown. A general discission was held concerning plant construction status and current activities in:luding emergency planning and the risk evaluation study.
In the evening D. Sells attended an I&E Region I meeting in the Pottstown Council Room. This meeting was designed to inform the city councilmen and the public of I&E's role and procedures with respect to the Limerick Generating Station. The meeting was poorly attended.
