20555 October 2,1980 IE Circular No. 80-22: CONFIRMATION OF EMPLOYEE QUALIFICATIONS In recent months, the Nuclear Regulatory Commission has determined that in two unrelated actions a utility and an architect-engineering company employed tech-nically unqualified individuals as designers / engineers by failing to confirm the validity of their technical and educational qualifications as presented in their employment applications.

In both of these instances, the employers mistakenly assumed that the personnel firms supplying these individuals had investigated and confirmed previous career experiences. In view of the fact that the unquali-fied persons in both of these cases were discovered as a result of allegations to this effect, rather than through internal company procedures, we believe that this matter warrants your attention.

We are hereby recommending that your employment procedures be reviewed to deter-mine that your company has in effect employment policies which confirm the professional qualifications of employees.

In the e.ent you conclude that your present procedures do not fully address this matter, we recommend that you take prompt remedial action in this regard.

No written response to this Circular is required.

If you desire additional information regarding this subject, contact the Director of the appropriate NRC Regional Office.
