Brunswick Steam Electric Plant DPR-71 Based on the NRC inspection May 27-30, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as desc-ibed in correspondence to you dated December 31, 1974.

Class 1, Class 2, and Class 3 shall meet the requirements, except design and access provisions and preservice examination requirements, set forth in Section XI of editions of the ASME Boiler and Pressure Vessel Code and i
Addenda that become effective'-- -- -, to the extent practical within the limitations of-design, geometry, and materials of construction of the components.
Contrary to the above, the inservice inspection program submitted to the Office of Nuclear Reactor Regulation by the licensee's letter dated January 30, 1980 did not include requirements for the inservice inspection of several ASME Code Class 1 components and suppcrts categories set forth in Section XI.
This is an infraction.

As required.by the Technical Specifications, Administrative Controls Section 6.8, " Procedures", written-procedures shall be established, implemented and maintained covering the surveillance and test activities of safety related i
equipment.
Contrary to the above, procedures have not been established or implemented for the following licensee activities relative to the ASME B&PV Code Section XI required surveillance activities of safety related equipment:

Administration of contractor surveillance activities by site engineering.

QA/QC review and acceptance of surveillance data and reports.
