Dear Mr. Abel:

The Comission has issued the enclosed Amendment No. 57 to Facility Operating License No. OPR-39 and Amendment No. 54 to Facility Operating License No. DPR-48.for the Zion Station, Unit Nos.1 and 2, respectively. The amendments consist of changes to. the Technical Specifications 4 in response to your application transmitted by letter dated August 15, 1980. These amendments provide an immediate but temporary Technical Specifica-tion change to allow maintenance to be performed on circulating water pumps during power operation. A minor change in the proposed wording of the footnote on page 178 has been made with the agreement of your staff and the NRC Project Manager, Ed Reeves. This change will allow greater flexibility in the-completion of the difficult maintenance program being initiated. Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
