Dear Mr. Denton:

South Carolina Electric and Gas Company, acting for itself and agent for South Carolina Public Service Authority, provides forty five (45) copies of responses to questions by Mr. Brent Clayton regarding the pre-operational test program for the Virgil C. Summer Nuclear Station.

The core loading instrumentation procedure was moved from a phase II procedure to a phase III procedure; however, as Mr. Clayton noted, the sequence of this test was in error.

To correct.the problem, the test program will be revised to have the core loading instrumentation procedure performed as the initial phase III test in order to have this instru-mentation calibrated prior to loading fuel. This will be incorporated in the next FSAR amendment.

The phase II loss of instrument air test only ckecks the response of safety related active valves to loss of in-strument air.

Mr. Clayton was concerned that all air operated valves in the plant were. checked. As discussed with Mr. Clayton on September 16, 1980, all air operated valves in the plant are checked as a part of the phase I.

' test program by procedure ICP-240.018, " Air Operated Valves - Generic". We evaluated including as a pre-requisite to the phase II test, that the phase I test had to be completed. Due to the construction-status of some non safety systems, this step is not achievable due.to schedule

' impact on the phase II program.

This letter does confirm that SCE&G will check all air operated valves for proper re-sponse to loss of instrument air.

It should be noted that

.many of these. valves get checked again in other test pro-cedures and the entire instrument air system is checked by a phase II procedure.

Verifying proper function of interlocks, alarms, etc. was deleted from several procedures (pages 14.1-59, 65, 72, 97) and included as a part of the phase I program.

Mr. Clayton

-was concerned that phase I procedures do not get the same review as phase II procedures, that -is, by knowledgeable and competent personnel. To alleviate this coccern, SCE&G will have the applicable phase I procedures and results which apply to the procedures above, reviewed by persons responsible for reviewing phase II procedures prior to approving the results of the phase II procedures.
