The Public Service Conpany of Colorado (licensee) is the holder of

5 License No. OPR-34 which authorizes the operation of the Fort St. Vrats ii
[
Nulcear Generating Station at steady state reactor pcwer levels not in excess of 842 megawatts thermal (rated power) with a current hold at 70%.

I On November 4,1977, the Union of Concerned Scientists (UCS) filed with the Comission a " Petition for Emergency and Remedial Relief." The petition sought action in two areas:
fire protection for electrical cables, and environmental qualification of electrical ccmponents.
By l[
Memorandum and Order dated April 13, 1978 (7 NRC 400), the Ccmmission
[
denied certain aspects of the petition and, with respect to other aspects, y
ordered the NRC staff to take several related actions. UCS filed a Petition for Reconsideration on May 2,1978.
By Memorandum and Order,
=
dated May 23, 1980, the Comission reaffirmed its April 13, 1978 decisien

regarding the possible stutdown of operating reactors. However, the 3

Comission's May 23, 1980 decision directed licensees and the NRC staff 5j' to undertake certain actions.

With respect to environmental qualification of safety-related electrical equipment, the' Comission determined that the provisions of the two f
staff documents - the Division of Operating Reactors " Guidelines for z
Evaluating Environmental Qualification of Class lE Electrical Equipment in Operating Reactors" (00R Guidelines) and NUREG-0588, " Interim Staff Pos'ition on Environmental Qualification of Safety-Related Electrical
. Equipment," December 1979 " form the requirements which licensees and applicants must meet in order to satisfy those aspects of 10 CFR Part
}
50, Appendix A General Design Criterion (GDC-4), which relate to envi-ronmental qualification of safety-related electrical equipment."
.4 The r
Comission directeo,.for replacement parts in operating plants, "unless e
there are sound reasons to the contrary, the 1974 standard in NUREG-0588 i
j will a'ppiy." The Comission also' directed the staff to complete its 1
5 review of the information sought from licensees by Bulletin 79-01B and to complete its review of environmental qualification of. safety-related electrical equipment in all operating plants, including the publication
[$-
of Safety Evaluation Reports, by February 1,1981. The Comission

The Comission fudher directed the staff to add certain documentation -

requirements to each -license after the specific requirements were approved
..i by the Comission.~.The Comission also' pointed out that the various

The information ' developed during this proceeding emphasizes the importance f
of' adequate documentation, the progt completion of the review of environ-mental'. qualification of. safety-relat'ed electrical equipment, and the
{
prompt completion of any plant modification 'needed to assure conformance
.s with the 00R Guidelines or NUREG-0588. A significant aspect of this' review u
-4 s
is the timely: submittal 'of environmental qualification information by X
p_
the operating plantTlicensees to enable the staff to.coglete. its ~ review Lin accordance with the-Comission's Order.- The staff has a program g
{
' presently underway to reevaluate, using the 00R Guidelines and NUREG-
'0588, the qu'alifications of' safety-related electrical. equipment exposec

te environments that may exist following postuiated ' accidents. These-
+.
accidents are loss of Coolant Accident and Main Steam Line Break l:
'f inside containment, and High Energy Line' Breaks inside and outside a
lj containment..
In this connection the~ licensee was requested by I&E-Bulletin 79-01B l:
of January 14, 1980 to provide a' detailed review of the environmental' i
qualification.of Class lE electrical equipment.
This review was to I) sinclude all equipment required to function under postulated accident
- . {
ccnditions both inside and outside the primary containment, and
,a-recognize all conditions specified in the bulletin.
Evidence of qualification together with methods and justification, was requested.
,c Clarification was provided by supplemental information, briefings, and 4
in some cases, meetings with the. licensee.
Timely cogletion of the staff's: review of environmental' qualification of electrical equipment and timely cogletion of needed-modifications by the licensee is required to provide continuing reasonable assurance of public health f~
.and safety. Such cowletion -is dependent on the progt receipt.of a complete response by the licensee to the staff's requests for information.
l-However, the. licensee's' response, to date, is_ incoglete.
~
2 Therefore,- I have concluded that the public health, safety, and interest y.
i require.that-a firm schedule for the timely submission of all the
