Ref. A requested that all operating nuclear power station facilities i

review the adequacy of the station's electric distribution systems, This review is to determine analytically, in the event of an accident (LOCA) or I

anticipated transient (unit trip), if the onsite distribution system in conjunction with the offsite power sources has sufficient capacity and capability to automatically start and operate all required Class lE loads i

within the equipment's voltag'e ratings.

In addition, the NRC has recom-r ' f

mended the guidelines in Ref. l' be followed in the voltage analyses and to j

meet certain requirements, specifically:

(a) To automatically start, as well as operate, all required Class lE 4

loads within its required voltage ratings.

(b).The maximum voltage rating of the Class lE equipment must not I-be exceeded.

-(c) There should be no manual load shedding to prevent unacceptable voltage at the terminals of all Class lE equipment.

(d) The voltage analysis must show that there will be no spurious tripping from the offsite sources.

(e) Compare the effect of starting and running a large Non-Class lE load on all Class 1E equipment with the required voltage range for normal operation.

(f) If any sequential loading is required to assure the voltage is within the required voltage limits at the terminals of all Class lE equipment, the NRC must be notified.

(g) The adequacy of the onsite distribution of power from the of fsite circuits shall be verified by test to assure the analysis results are valid.

(h) Review the electric power systems to determine if any events or conditions could result in the simultaneous loss of both offsite power circuits as required by GDC-17.

I The above NRC requirements are separate and in addition to the NRC Staff Position requirements of the June 3, 1977 letter (Ref. 3}.

The submittals stated in Ref. 2 do not adequately respond to the above NRC requirements (Ref. 1).

Submit adequate voltage analysis documentation to meet the NRC requirements on the adequacy of station electric distribution systems voltages.
