1977, of activities at Dresden Nuclear Power Station, Units

2, and 3, authorized by NRC Licenses Nc. DPR-2, No. DPR-19, and

No. DPR-25 and to the discussion of our findings with

Mr. Stephenson and others of your staff at the conclusion of

the inspection.

Ine enclosed copy of our inspection report identifies areas

e.amined during the inspection. Within these areas, the

inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with

personnel.

During this inspection, certain of your activities appeared

to be in noncompliance with NRC requirements, as described

in the enclosed Appendix A.

This notice i- sent to you pursuant to the provisions of

Section 2.2W of the NRC's " Rules of Practice," Part 2, Title

10, Code of Federal Regulations. Section 2.201 requires you

to submit to this of fice within twenty days of your, receipt

of this notice a written statement or explanation in reply ,

including for each item of noncompliance: (1) corrective

Auto start and pump acceleration sequence timing- test

with simulated undervoltagt initiation signals,

At conclusion of (a), verify that overspeed limits are

not exceeded by operating with the condensate pump as

the only load and then shedding that load.

Regulatory Position C.2.6:

Demonstrate ability to synchronize with offsite power while

connected to emergency. load, transfer load to offsite

power, isolate diesel generator, and restore to standby

status.

Specific tests to demonstrate this capability will not

be performed because of the possibility of damage to

the emergency load (existing primary feed pump ~and con-

densate pump) during synchronization.

It is also very

unlikely that this system would ever be operated as

described in this regulatory position because of the

short time duration requirements of the emergency

Joad.

Regulatory Position C.2.7:

Demonstrate ability to switch fuel supply systems,

This position is not applicable to this installation.

The design does not include alternate fuel systems.

Demonstrate that capability to supply emergency load is

not impaired during periodic testing.

Review of circuitry shows that a modification to pro-

vide automatic bypass of the Unit / Parallel and

Isochronous/ Droop control switches would be required

to provide this capability.

The probabil.'.ty of an

accident coincident with total loss of offsite power

during a one-hour monthly surveillance test is too

small to warrant such a modification.
