.I Thank you for your letter to Chaircan Seaborg expressing hope that

the Midland Nuclear Power Plant can b'e put into operation as soon as possible.
-The Commission certainly agrees that power plauts such as the Midland facility should proceed without undue licensing delays in i
order to help mitigate against increasing power shortages.
i We of the AEC regulatory staff have completed cur safety review of 1
the utility's application for a construction percit.
An independent review was made by the Advisory Co m ittee on Reactor Safeguards.
A public hearing, conducted by a three-can Atomic Safety and Licensing Board, started on Decccher 1 at Midland, Michigan.
Although temporarily recessed, the proceeding is expected to reconvene soon.
The Palicades plant is'also at the public hearing stage.
The Com:uission's procedures in these matters are discussed in the enclosed pamphlet, " Licensing of Power Reactors."
