O APPENDIX A NOTICE OF VIOLATION Duquesne Light Company-pittsburgh, Pennsylvania Docket No. 50-334 Based on the results of an NRC inspection conducted on June 2-6, 1980, it appears that one of your activities was not conducted in full compliance with NRC regulations and the conditions of your NRC Facility License No. DPR-66, as indicated below. This item is categorized as an Infraction.

Section 5.5.1 of the Environmental Technical Specifications (ETS) requires that detailed written procedures... will be prepared and implemented for all activities involving releases to the environment, described in Sections 2.0 and 3.0, the sampling and monitoring of these releases and the conduct of the Environmental Surveillance Program.

These procedures will include sampling, instrument calibration... testing and calibration frequencies of effluent alarms and monitoring instruments.

Section 3.1.1 of the (ETS) requires, in part, that a continuous temperature 0

sensor with an accuracy of 10.50F over a range of 25-125 F shall be used at the discharge structure to measure cooling tower blowdown.

If the discharge structure temperature recorder becomes ino serative, the temperature sensors located on the inlet side of the condenser s1all be used as a backup.

The accuracy of these sensors shall be i1.00F or less.

Contrary to the above requirements, as of June 6, 1980, written procedures had not been prepared nor implemented for the calibration of the discharge temperature monitoring system resistance temperature detectors (RTDs) nor for the calibration of the backap temperature monitoring system condenser inlet RTDs.
