Dear Mr. Smith:

In response to your letter dated August 1, 1980, and in accordance with 10CFR2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced inspection report.

The noted violation, identified as an infraction, consisted of the failure to have written procedures prepared and implemented for the calibration of resistance temperature detectors.

We have reviewed the referenced inspection report for 10CFR2.790 information and none was identified.

REPLY TO NOTICE OF VIOLATION Inspection No. 80-15 Letter Dated August 1, 1980 Description of Infraction (80-15-02)

Section 5.5.1 of the Environmental Technical Specifications (ETS) requires that detailed written procedurec... will be prepared and implemented for all activities involving releases to the environment described in Sections 2.0 and 3.0, the sampling and monitoring of these releases and the conduct of the Environmental Surveillance Program.

These procedures will include sampling, instrument calibration... testing and calibration frequencies of effluent alarms and monitoring instruments.

Section 3.1.1 of the (ETS) requires, in part, that a continous temperature sensor with an accuracy of i 0.5'F over a range of 25-125'F shall be used at the discharge structure to measure cooling tower blowdown.

If the discharge structure temperature recorder becomes inoperative, the temperature sensors located on the inlet side of the condenser shall be used as a backup.

The accuracy of these sensors shall be i 1.0*F or less.

Contrary to the above requirements, as of June 6,1980, written procedures had not been prepared nor implemented for the calibration of the discharge temperature monitoring system resistance temperature detectors (RTDs) nor for the calibration of the backup temperature monitoring system condenser inlet RTDs.

Corrective Action The exis.ing loop calibration procedures for the referenced temperature monitoring systems will b( revised to incorporate recertification requirements for the RTDs which are included in these loops.

Action Taken To Prevent Recurrence Instrument supervisory personnel have been notified to assure that all procedures that might be required to calibrate ETS sensors are available for use when required.

Date On Which Full Compliance Will Be Achieved Required procedures will be revised by October 31, 1980.
