Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specitication Change Request No. 90 in accordance with 10 CFR 50.59 and 10 CFR 50.90, Jersey Central Power
& Light Company, owner and operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.
Pursuant to your correspondence of July 2,1980 (NUREG 0578 Category "A"
items), sections 1.0, 3.5, 4.5, and 6.0 of the Technical Specification shall be revised, in addition, sections 3.13 and 4.13 shall be added to the Technical Speci f icatioqs.
Your letter of July 2,1980 m.so requested that we consider in-corporating a " Systems I ntegrity Measurement Program" and " Improved lodine Measurement Program" as license conditions for the Oyster Creek Station.
We have reviewed the safety significance of these two programs and feel it would be inappropriate to make them license conditions. This decision is based on the f act that Oyster Creek has connitted through our responses on NUREG 0578 to initiaTo and maintain these programs, and the safety significance of these programs does not warrant their inclusion as license conditions.
With respect to the Shif t Technical Advisor Program, personnel quallfled in accordance with our letter of April 10, 1980 shall be provided by January 1, 1981.
In addition, it is our intent to attend the September 22, 1980 regional meeting in order to clarify the need f or any additional requirements concerning the Shift Technical Advisor Program.
Tha Technical Specification Change Request has been reviewed and approved by the Station Superintendent, the Plant Operations Review Committee, and an i ndependent Saf ety Rev iew Group in accordance with Sections 6.5 of the Oyster Creek Technical Specifications.
This amendment is in the public interest and is exempt from fee per 10 CFR 170.11.
